General Description: Working in support of the mission and goals of the Brien Center, the Vice President for Administration and Finance serves as the Chief financial and Administrative officer of the organization. Responsible to the President/ Chief Executive Officer and the Board of Directors, the position provides leadership, planning and direction over areas of finance and administration, including planning, general accounting, budgeting, financial reporting and analysis, contracting, information technology, facility operations, support services, compliance, risk management, billing and banking.
Essential Job Functions: Assist the President and Chief Executive Officer and leadership team in carrying out the mission and strategic goals in the areas of finance and administration. Responsible for development and attainment of short and long range operational plan and goals and objectives for finance and administration in support of the organization's strategic plan. In collaboration with other management staff, develops and maintains adequate controls over assets and essential operating systems. Assumes a strong role in strategic planning to ensure appropriate allocation of resources to support the organization's mission and priorities. Provides vision and creative leadership for strengthening the organization and its mission. Provides leadership over all business and financial operations including internal controls, accounting and financial operations, budgeting, plant operations, purchasing, information technology, banking, support services, risk management and compliance. Advise the President and Chief Executive Officer in shaping organizational policies and planning, management and long-range master planning. Directly oversee organizational risk management and insurance plans. In collaboration with Vice President of Service Operations, oversee the work of Director of Compliance and Quality Improvement. Participates in human resource planning and administration and labor strategy. Participate with the Chief Executive Officer and executive staff in planning and policy development. Ensures compliance with state and federal policies, guidelines and laws. Coordinates with other managers in developing long and short term strategies and goals in the areas of facilities management, information technology, finance, billing and clinical support services. Provide executive leadership for capital projects and systems implementations. Staff resource to the board of directors and finance committee. Provide direction supervision to Director of Finance, IT Operations Manager, Billing Manager, Facilities Manager, Clinical Business Systems Coordinator, Coordinator of Billing Systems and data analysis and other assigned staff.
Qualifications: Master's degree in business/accounting/finance. 5-10 years senior management of non profit behavioral health business and financial operations, with knowledge of Massachusetts state and federal contracting, UFR reporting, third party billing and contracting. Strong working knowledge of accounting, payroll, planning, third party billing, budget analysis, purchasing, audits, contracts and grants, physical plant and security, personnel administration as well as information technology and software applications. Ability to interact effectively and appropriately, as a senior executive, with diverse populations, the organization and the public. Ability to develop and execute both short-term and long-term goals and plans for the areas under direct supervision as well as contribute to development of organization goals and objectives. Demonstrated effective interpersonal, communication and leadership skills, at a senior executive level. Also, the ability to manage, plan and coordinate technical activities while making sound decisions, establishing priorities and meeting deadlines on a regular basis by effectively managing own time and delegation to subordinates.
