Communications Center Manager
Huerfano County is currently seeking applicants for a Communications Center Manager.
The successful candidate will be responsible for the operation and activities of the Communications Center to include supervising, assigning, reviewing, and participating in work of the team members responsible for providing emergency dispatch services.
This position reports to the Emergency Manager, with overall direction coming from the County Administrator and Board of County Commissioners.
What You Will Do
- Must reside within Huerfano County within 90 days of hire.
- Investigate inquiries and complaints and recommend appropriate corrective or disciplinary action as required. Recommendations will be based on established policies, procedures, protocols and accepted business practices.
- Complete, compile and disseminate reports in accordance with the Federal Freedom of Information Act (FOIA), Colorado Open Records Act (CORA), and court requirements.
- Plan, prioritize, assign, supervise, and review the work of staff responsible for providing
- emergency dispatch services.
- Participate in the selection of staff; coordinate staff training; establish and monitor work schedules to maintain adequate coverage.
- Submit payroll forms, Invoices and statements to the Finance Department as necessary
- Monitor Emergency Medical Dispatch procedures to ensure guidelines are followed.
- Responsible for the overall development and implementation of protocols, goals, and objectives; establish schedules and methods for providing emergency dispatch services; implement policies and procedures.
- Respond to and resolve inquiries and complaints; maintain effective and efficient public
- relations when dealing with citizens and other agencies.
- Coordinate dispatch support to other agencies such as EMS and Fire Departments.
- Prepare various statistics and reports on operations and activities as requested or required by the Director of Emergency Services, Board of County Commissioners or Sheriff.
- Serve as Terminal Agency Coordinator for all National Crime Information Center (NCIC) audits if needed.
- Monitor telecommunications system use and assure NCIC/CCIC operating procedures are followed by all department personnel.
- Assist in the preparation of the Communication Budget and presentation to the Board of County Commissioners with the Director of Emergency Services
- Maintain records required by the Federal Communications Commission (FCC). Ensure compliance with all applicable laws and licensing.
- Supervise the maintenance, use, and disposal of radio communications equipment including console radios,mobile and portable radios, pagers, tower and antenna systems as necessary with the coordination of the IT department.
- Ensure adequate equipment and supplies are present in the Communication Center and that equipment is in good working order.
- Perform the full range of dispatching duties as necessary.
Knowledge, Skills and Abilities
- Knowledge of operations, services and activities of a public safety and telecommunications dispatch center
- Learns the radio dispatching procedures and rules associated with the operation of law enforcement, emergency services, fire and ambulance communications network.
- Learns the geographic features and locations of Huerfano County
- Learns interoperability radio and implementation of radio patching
- Effective communication and solicitation of information from upset and irate callers
- Ability to enter data or type accurately at a necessary speed for successful job performance
- Works under stress and exercises good judgment in emergency situations
- Performs duties independently without close supervision
- Maintains sensitive and confidential information
- Supervise and mentor professional and support staff in a productive and positive manner
- Ability to schedule 24 hour telecommunication operation center
Your starting annual salary will range between $50,000 – $60,000 depending on your experience.

- Must have high school diploma or GED certificate. A two- year degree in electronics or related field is helpful
- Professional office and computer skills.
- 5-years of experience in emergency management field or as an emergency responder, preferably in Public Safety Dispatch (Preferred, not required)
Language Skills: Ability to listen to all levels of individuals to gather information and in turn share the information orally or in writing with enough detail to allow understanding of the situation. Must possess skill in interpersonal communication to advance information in an easily understandable fashion. Must be friendly and open to maintain a favorable public image of the County.
Reasoning Ability: Skilled in the ability to listen to a situation, analyze the information, and make informed decisions on appropriate actions and steps to be taken. Must remain calm in all emergency situations and communicate with others on the preparedness, response and recovery from the beginning to the end of the emergency or natural disaster. Ability to explain sensitive situations to County employees, cooperating agencies (fire, EMS, search and rescue, and law enforcement personnel) and citizens.
Minimum Education within One Year of Employment
- Post-secondary training in Emergency Management field including Emergency Management Development series as follows:
- EMPG required courses: ICS 100, 200, 700, 800, 300, 400
- Back up for EOC Manager and other Emergency Management roles as deemed necessary
- Must have or comply with requirements to obtain CPR/First Aid, EMD and NFPA certificationLicense or Certification Required
- Current Colorado Driver’s License
- Background check will be ran by employer during the hiring process
- CPR, First Responder’s, EMD and NFPA Certifications

Physical Demand & Work Environment
Physical demands are light to medium, indoor and outdoor. The requirements include the ability to hear and understand, to sit for long periods, to operate a variety of office equipment including computers, copiers, fax, the ability to drive and ability to lift up to 50 lbs.
Capability of responding to all nature of emergencies and performing all duties under a high stress environment. The nature of the position requires the Communications Center Manager to be available at any given time for emergency call out.
Must be able to recognize the physical signs of fatigue and stress and take the steps to remedy them.
