The Markets Group is seeking a senior officer to serve as a Deputy Head of Market Operations Monitoring and Analysis (MOMA), with responsibility for Cross Market and Portfolio Analysis.  MOMA implements domestic open market and foreign currency operations as directed by the Federal Open Market Committee (FOMC), monitors and analyzes global financial market developments, provides capital markets-related fiscal agency services to the U.S. Treasury, and supports the System's efforts around financial stability objectives.   

 

Overview:

 

Cross Market and Portfolio Analysis (CMPA) within MOMA is responsible for monitoring and analysis of global financial market developments and the Federal Reserve's balance sheet, both of which involve working across MOMA business lines. In particular, CMPA coordinates monitoring and analysis of and delivers insights into global financial market developments, particularly related to monetary policy and financial stability.  CMPA also monitors and analyzes the System Open Market Account (SOMA) portfolios and the Exchange Stabilization Fund in order to provide insights on monetary policy implementation and foreign reserve management frameworks and to support strong governance of and consistent communication about the SOMA portfolios and related operations.

 

Responsibilities:

  • Establish a forward looking vision and agenda for the highest quality analytical work around financial market developments and the Federal Reserve balance sheet;
  • Help lead the cohesive and integrated management of MOMA and promote consistency across all business lines;
  • Help establish and support the strategic direction of the Markets Group as a member of the Markets Group Management Committee;
  • Maintain a robust control environment by implementing a strong system of internal controls and fostering a risk-focused culture that continually identifies, assesses and manages risks;
  • Develop strong relationships and proactively communicate with others across the Bank, System, U.S. Treasury, and other domestic and international policy organizations to define and deliver on priorities;
  • Deliver briefings on financial market and balance sheet developments to senior-level stakeholders and policymakers, including the Bank President and the Bank's senior management team, the Bank's Board of Directors, and Federal Reserve Board Governors and senior Board staff;
  • Define and deliver on the strategic priorities of the Investor Advisory Committee on Financial Markets (IACFM), together with the IACFM Secretariat;
  • Lead the development and execution of the cross-System SOMA Seminar;
  • Develop relationships with peer market participants for the purpose of obtaining high quality, senior-level market intelligence;
  • Contribute substantial content to key policy work around topics including monetary and financial stability policy formulation, policy implementation, and foreign reserves management;
  • Represent the Markets Group and the Bank and provide senior leadership as a member of Bank, System, and external working groups and committees; and
  • Direct and manage high-performing teams of officers and staff to achieve MOMA's priorities

Requirements:

  • Master's level degree in business, finance, policy, or a related area;
  • At least 15 years of relevant work experience, with expert understanding of monetary policy and financial markets;
  • Demonstrated success engaging senior leaders and managing complex organizational structures with multiple stakeholders. 
  • Exceptional analytical and critical-thinking skills and a demonstrated ability to assimilate new information and understand complex topics;
  • Strong strategic planning skills, with a demonstrated ability to align the strategic goal setting process with changes to environmental factors and first line of defense risk management priorities;
  • Ability to build highly effective relationships and engender collaboration and information sharing across the Group, Bank, and System;
  • Demonstrated leader who shares the public service mission of the organization and has proven interest and ability to create an open and collaborative environment to best achieve that mission;
  • Track record of superior judgment and decision making;
  • Strong written and verbal communication skills; ability to extract larger themes while providing concise, articulate and insightful analysis in both written and verbal form;
  • Experience managing large, complex developments in systems and technology;
  • Superior initiative and ability to deliver on commitments under extreme time pressure;
  • Foresight to anticipate and respond to rapidly evolving business needs and priorities;
  • Seasoned manager with demonstrated ability to provide constructive coaching and feedback to staff and officers on performance, strengths, and areas of development; demonstrated commitment to providing meaningful growth opportunities to team members; and
  • Ability to represent the Bank in discussions with senior stakeholders and market participants.

This position requires access to Federal Open Market Committee Data, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law.
